Tube of your choice.
I used the art of Suzanne Woolcott.
The images I have used are for example only.
If you wish to use the same images in your own personal creation
 you must have the appropriate License.

I assume you have a good working knowledge of PSP.
This tut was written using PSP X2 but should work in all versions.

Open a white canvas 700 x700, you can resize later.
Open two papers and the frame from the kit.
Copy and paste the frame onto your canvas.
Using your magic wand, select two windows of the frame.
Hold down your shift key while selecting to select two frames together.
Selections, Modify, Expand by two.
Change your stroke and fill palette to a paper pattern.
On a new layer, above your white canvas but below your frame,
flood fill your two selections.
Repeat these steps for the other two windows with the other paper.

Open one of the leaves from your kit and resize by 50%.
Copy and paste onto your canvas.
Effects, Mura's Meister Copies,
Encircle with default settings but with the number of leaves as 22.
Move this layer to the bottom of your tag, above your white canvas.

Duplicate this layer.
On your original - the bottom most layer adjust, blur , radial blur,
Settings as zoom and elliptical checked, strength 30% and the other settings on zero.

Add any further embellishments from the kit you wish to decorate your tag.
I added the tree, tri leaves, swirl doodles and one of the butterflies.
Add drop shadow of 3,3,65,6 to all layers.
Now add your main tubes to your tag and apply the same drop shadow

Open one of the plaque tags and resize by 50%.
Free rotate to the left by 12.
Use the pick tool to resize further so it fits in the top left hand corner of your tag.
Add same drop shadow.
Duplicate, mirror and free rotate to right by 12.
Add wording as per my tag or wording of your choice.

Add your Name and copyright
Crop any excess white canvas as needed and your all done !!
